Thousands of Tibetan pilgrims have been compelled by the Chinese authorities to return to Tibet after travelling to India to attend a major teaching by the Dalai Lama that is underway in Bodh Gaya, a sacred Buddhist site, India, this week. This follows systematic measures in Tibet to prevent them travelling out of the country at all, even though many had spent years obtaining passports for legal travel.

Kalachakra with Chinese Characteristics: Chinese appointed Panchen Lama gives teaching as authorities suppress religious freedom

The Chinese appointed Panchen Lama, installed by the Chinese government as part of its long-term strategy to control Tibetan Buddhism and eliminate loyalty to the Dalai Lama, has carried out a major religious teaching in Shigatse – the first time a Kalachakra initiation has been held in the Tibet Autonomous Region for more than half a century.

The ceremony highlights the Chinese Communist Party’s efforts to raise the profile of a religious figure they appointed with political objectives, in a climate of intensifying religious oppression and a harsh campaign against the Dalai Lama, which involves preventing Tibetans from traveling into exile to attend his teachings. A major Kalachakra ceremony conferred by the Dalai Lama in exile in Ladakh in 2014 was described by the Chinese state media as “inciting hatred, terror and extremist action”, and many Tibetans returning to Tibet from a Kalachakra taught by the Dalai Lama in India in 2012 were imprisoned and ‘re-educated’ at length.

Authorities Intensify Deployment of Troops in the area

Chinese troops have been deployed in a town in Gansu this week where thousands of Tibetans have gathered to attend a Kalachakra ceremony taught by a respected elderly monk.

The Kalachakra (Wheel of Time) ceremony is being conducted in Tsoe (Chinese: Hezuo) in Kanlho (Gannan) Tibetan Autonomous Prefecture, the Tibetan area of Amdo, by Setsang Lobsang Palden, a senior lama in Tsoe monastery who also holds a number of important official posts including Vice President of Gansu Buddhist Association.

Security has been intensified in Tsoe since thousands of Tibetans began to gather for the ceremony. Radio Free Asia reported a Tibetan source saying: “Armed paramilitary forces, police, security personnel, and secret service agents have been posted all over Tsoe, and army trucks have been positioned in different places around the city to intimidate the crowd that has gathered for the teaching. Officials from different counties in the prefecture have been ordered to monitor their citizens’ movements and report on their activities.”

Discussions on anti-Dalai Lama policy shut down in Qinghai; Kalachakra in Tsolho cancelled

  • Discussions on an experimental and less hostile policy towards the Dalai Lama appear to have been shut down in the Tibetan area of Tsolho, Qinghai, amid a backdrop of tightening repression in eastern Tibet following a visit by one of China’s top leaders Yu Zhengsheng. The new developments appear to reflect the authorities’ fears over the erosion of their authority as self-immolations continue – most recently an 18-year old monk in Dzoege on July 20 – and as Tibetans take bolder steps to affirm their religious and cultural identity.

  • Official notices have been issued in at least two areas emphasizing the Chinese government’s hardline policies against the Dalai Lama, and warning Tibetans that pictures of the Dalai Lama will not be allowed in monasteries. Radio Free Asia also reported searches for Dalai Lama images in people’s cars in the Yushu area of Qinghai. This follows reports of quiet discussions in Tsolho proposing a more nuanced approach to the aggressive campaign against the exiled religious leader that is linked to the self-immolations and is a cause of widespread anguish among Tibetans.
