Guidelines for Administration of the Rowell Fund for Tibet

Objectives:

  1. To give small grants to Tibetans who are working to promote their culture and environment in the arenas of environmental conservation, photography, humanitarian issues, journalism/literature, and women's projects.
  2. To honor and perpetuate the goals and ideals of Galen and Barbara in the Tibetan community.
  3. To mobilize resources for the Tibetans working in the footsteps of Galen and Barbara.
  4. To support Tibetans who teach, promote and share communication skills within the Tibetan community.
  5. To run the Fund with integrity, efficiency and transparency.

Guidance on Applications and Budgets:

Please note that the 2007 application has changed from previous years. The following guidelines still apply.

  1. Applications should be in English but may also be submitted in Tibetan or Chinese.
  2. The description of the project should be no more 500 words in written in English or Chinese, or 1000 in Tibetan and should include where the project will take place, its duration, other funding sources, if any, and what tangible results will come from the project.
  3. The budget request should be between US$1,000 and $7,500. $7,500 is the maximum amount that will be given; applications of smaller amounts are also encouraged.
  4. Applications should include a budget that details how the money will be spent. Projected expenditures over $250 should be listed separately in the budget.
  5. Applications will only be accepted from Sept. 1 to Sept. 30, each year. Please do not send applications during any other time of the year.
  6. Applications sent during other times of the year will not be considered for funding and may not be returned to the applicant.
  7. All applicants who submit applications in September will receive notice that their application has been received and whether it is complete.
  8. Grantees are expected to submit a short report at the conclusion of the project.
  9. Questions about the application process should be sent in writing to rowellfund@savetibet.org.

Eligibility:

  1. The Fund is open to all Tibetans, including people with one Tibetan parent.
  2. Tibetans working in Tibet Support Groups or non-governmental organizations can apply on behalf of a project of the organization as long as they are integral to the implementation of the project.
  3. Current ICT staff, immediate relatives of staff and interns cannot apply.
  4. The Fund can provide grants to the same individual for consecutive years but each applicant must re-apply each year.

Role of Advisory Board:

  1. The Advisory Board is responsible for ensuring that the Fund fulfills its objectives and lives up to expectations of which Galen and Barbara would be proud.
  2. The Advisory Board will assist in the selection of recipients from the pool of applicants.
  3. Advisory Board members will help promote awareness of the Fund's existence and purpose.
  4. Advisory Board members will urge talented Tibetans to apply for funding.
  5. The Advisory Board will ensure that the Rowell Fund for Tibet complements and works in cooperation with the Rowell Memorial Fund and any other initiatives honoring Galen and Barbara's legacy.
  6. The advisory board, made up of friends and family of Galen and Barbara, currently consists of: John Ackerly, Conrad Anker, Justin Black, David Breashears, Jimmy Chin, Bob and Beth Cushman, John Jancik, Bob Palais, Tony Rowell and Ray and Nicole Rowell Ryan.

Role of ICT:

  1. ICT administers the RFT and seeks guidance from the Board of Advisors on major decisions.
  2. ICT receives and compiles the applications in September.
  3. ICT may contact the applicants and references of applicants in September and early October to gather more information.
  4. ICT will make selection and funding recommendations to the Advisory Board in late October.
  5. ICT will notify all applicants in early December as to which grants were funded.
  6. ICT will distribute funds in mid-December.

Final Report Guidelines:

Rowell Fund grantees are required to submit a report on their projects and how funds were spent by Dec. 1 of the following year or, if you are re-applying for funding again, the report must accompany your application in September the next year (9 months into your project, instead of 11).

The Rowell Fund for Tibet will submit the final reports to the Board of Advisors of the Fund and to major donors to show how the money was spent and to what degree the money helped enact change. The continued success and support of the Rowell Fund is dependent upon these reports. The more information we receive from you, the better we can make our reports to the Board of Advisors and to funders.

Your grant is not complete until the final report is submitted.

Include the following information in your final report:

  1. Briefly describe in 1-2 pages what activities were undertaken?
  2. Describe the major accomplishments of your project.
  3. Provide a Financial Statement showing how grant money was spent.
  4. Please include any suggestions for the how the Rowell Fund for Tibet can better serve the needs of Tibetans.

Accounting:

  1. The Rowell Fund pledge: that 85% of all donations to the Rowell Fund for Tibet will be distributed as grants in Tibet, India, Nepal and elsewhere.
  2. ICT will retain 15% of all donated funds to cover ICT staff time, expenses and overhead.
  3. ICT set up a separate Rowell Fund account which will be managed by ICT's accountant, Carol Faulb. Carol Faulb will produce bi-annual income and expenditure reports for the Advisory Board.
  4. Income to and expenditures of the Fund will be included in ICT's annual report and an audit performed by independent auditors.

Selection of Grant Recipients:

  1. The Advisory Board will select recipients by majority vote.
  2. If any member is unavailable due to travel, or is not able to review the applications and vote, the votes of the others will be sufficient. This will prevent the process from getting delayed.
  3. Grants can be given for projects such as: photo exhibitions, purchase of photo equipment, writing educational pamphlets, newsletters, book projects, translation projects, public speaking tours, establishing a video library, reports of environmental degradation, etc.

Criteria:

ICT will review applications and also can consider the following criteria in making its recommendations to the Advisory Board:

  1. Follows directly in Galen and/or Barbara's footsteps.
  2. Applicant has significant skill, experience or opportunity.
  3. Likelihood of promoting skills within Tibetan community.
  4. Overall quality of application and budget.
  5. Has benefit, involvement or relevance to Tibetans inside Tibet.
  6. Grant will substantially help towards applicant's goal.
  7. Applicants who have little access to other resources.
