ICT Europe and the European Parliament
One of the main focuses of ICT Europe is to mobilize European Parliamentarian support for Tibet. Given that the European Parliament traditionally is an important force for human rights and regularly expresses its concerns for the Tibetan plight, ICT Europe seeks to enhance inter-parliamentary communication, both within Europe and between the U.S. Congress and the European Parliaments. Also, another aspect of ICT Europe's lobby at the European Parliament is to disseminate and provide the Members of Parliament information on the current situation in Tibet. To this end, ICT Europe holds regular briefings for the Intergroup for Tibet at the European Parliament on various aspects on Tibet.
Together with the Members of the EP Intergroup for Tibet, ICT Europe organizes parliamentarian conferences to discuss and stipulate parliamentarian strategy to support Tibet. ICT Europe encourages the active participation of the U.S. Special Coordinator for Tibet and the members of the Congress in interparliamentary exchanges. In 2000, the former U.S. Special Coordinator for Tibetan issues, Mrs. Julia Taft, along with two Congressional aides attended one of these conferences. ICT Europe also works to secure resolutions passed in the European Parliament to shape the EU policy on Tibet. Amongst the various resolutions adopted by the European Parliament, the Parliament took substantial steps in calling for the appointment of an EU Special Representative for Tibet (1998 resolution) and calling on the Member States to seriously consider the possibility of recognizing the Tibetan Government-in-exile as the legitimate representative of the Tibetan people if the Beijing authorities and the TGIE have not signed an agreement on a new Statute for Tibet within three years (2000 resolution).
National Governments in Europe
In addition to lobbying at the European Union level, ICT Europe works to create proactive policy on Tibet within the national parliaments of the European Union.
