In order to bring about a peaceful solution to the status of Tibet, ICT advocates a process of negotiations between His Holiness the Dalai Lama and the Chinese government.
In September 2002, following a nine-year impasse, communication between Beijing and the Tibetan government-in-exile again opened up. Since then, envoys of the Dalai Lama have visited China and Tibetan areas at the invitation of the Chinese government on three occasions.
Representatives of the Dalai Lama and China met from 25 May to 8 June 2003, following the leadership changes in Beijing. These meetings were described as "confidence building measures," to lay the groundwork for more formal negotiations. A third round of talks occurred in China and Tibet in September, 2004.
A fourth round of discussions between envoys of the Dalai Lama and Chinese Government officials was conducted on June 30 and July 1, 2005. Held in Bern, Switzerland, the third country location reflects the tremendous amount of support in the international community for a negotiated settlement.
